Spotting from the control tower balcony

I Was wondering if there is any way to be able to spot from the control tower balcony, or if it's invite only/Certain people are allowed to spot from there

Would be a security controlled area so I doubt you would get access, both the old and new towers. Spent too much time in the old one, and sometimes the interesting views were to be had of the car park below :confused:
