Reports coming in on an Air Canada flight lined up to land on Taxiway Charlie instead of 28 Right.

NTSB link Here. Talks about Runway 28L being closed for construction works and that both pilots believed they were t the left of RWY 28L when in fact they were to the right of 28R.
