Default Sydney Airport radio procedure changes

Today AIC H04/14 came into effect, meaning 127.6 (Sydney Coordinator) will become a whole lot busier. The aim of the changes are to reduce the workload of the SMC controllers and to hopefully result in a smoother flow of radio traffic.

Hopefully any teething problems get sorted before I go back to work next week....
