Was surprised to see (on FR24)OJI flying out of Rockhampton tonight as QFA 6031. Is this some sort of charter?

Singapore Defence Force charters.

Have had a few QF 747's, Singapore Airline's 777's, and the AN124 in over the last couple of months.

Yes, that makes sense, as a great exercise area for soldiers etc

There were 6 F-16's operating from Rockhampton for a few weeks in October as well.

Certainly a good change from the usual traffic.
