An altitude 300m? That could be exciting with the Barrangaroo crane currently at 1005 feet
If they fly the route as per the above, it should pass just to the south of Barrangaroo.

Also Sydney Tower is 309 metres and the top of the MLC centre in Martin Place is 244 metres with the antennas. Should make for some interesting viewing of the flying display!

The requirement would be 1000ft above the highest obstacle.

It's the military....what requirement was that?
A few years ago now I was lucky enough to be in an Army Blackhawk chopper coming back from a city tour. The leg from the CBD to the airport was done between the buildings. I'm not suggesting a C17 is going to go between buildings...

From memory the VFR requirement would be the highest obstacle within 5nm plus 1000ft.

Just by chance at The Mound this morning, I turned to face the city and saw the C-17 do its flypast.
Mark, I noticed that there have been some changes to the Runway 16L and 25 approach gradients, with RWY 25 now 4.1 For RWY 25 Do you know if this has anything to do with the large cranes at the Meriton Construction Site near Eastgardens Shopping Centre ? They are very high and only 1.3km south of the extended centreline. C1431/16 REVIEW C613/16 RWY DIST SUPPLEMENT AMD RWY 25 APCH GRADIENT 4.1 PERCENT AMD ENR SUP AUSTRALIA (ERSA) FROM 06 100214 TO PERM

Those cranes are covered in the crane block Notam (C2255/16) Grahame and were installed after the June 10 date on the Notam you've quoted (I think the cranes went up in late August?).
I'm guessing the WestConnex project would have something to do with it, as there's been quite a bit of activity in the 25 undershoot area for a few months now. I'll ask around when I'm back on shift.

Given its a permanent change I doubt it's anything to do with temporary installations.
