I have read reports where TSA staff have admitted to frequently loosing/misplacing some of their master keys which open one particular type of TSA approved locks as its one of the more common used keys.
So whenever a bag comes past them with this lock, they have no choice but to cut the lock. Which is fairly poor I think.
