Default Works in IAH why not here?

I just read this on one of the JP forums -

IAH is pretty spotter friendly. To spot from the car parks that overlook the gates of the terminal, you phone the airport security give them your details, along with other stuff like details on your car, how long you will be out there and where about's you are and they log it all and let you get on with spotting / photographing. Yup - you know what I'm about to ask .... if this can be managed at Washington (Homeland Security Heartland) is it possible and could it work in SYD? The above scheme is only for adhoc stuff, so imagine what the actual spotting scheme is like!

And placating Nigel in case he reads this - maybe this is something AFP could run ... you know, consider it as reaching out to the community type of stuff.
